The Business Software Alliance said in a statement Thursday that its third annual information technology competitiveness survey, commissioned from the Economist Intelligence Unit, had ranked Finland second behind the United States.

Finland had been ranked 13th in the 2008 survey.

The study assesses and compares the information technology industry environments of 66 countries to determine the extent to which they enable competitiveness.
